Gloucester City Council is taking a bold step to reimage the heart of the historic city.
Prior + Partners has been commissioned to lead a visionary City Centre Masterplan, which will serve as a blueprint to guide Gloucester’s evolution over the next 20-25 years.
Financed by the UK Shared Prosperity Fund, the masterplan isn’t just about buildings and streets – it’s about creating a city that inspires, connects and thrives for generations to come.
It will set out a clear vision for a vibrant, sustainable and inclusive city that works for everyone, including residents, businesses and visitors.
The masterplan will:
- Understand the needs of Gloucester today;
- Benchmark Gloucester against other cities;
- Design a long-term vision for the city centre;
- Include a delivery plan to make it happen.

Community engagement will be at the heart of the process. Working alongside Gloucester City Council, our team will ensure that local residents and businesses have clear and meaningful opportunities to participate throughout the programme.
Councillor Jeremy Hilton, Leader of Gloucester City Council, said: “This masterplan is about creating a thriving city centre for the 21st century and well beyond. We’ll be looking at the city as a whole, including lower Eastgate Street area and Northgate Street, which we realise need particular attention.”
Prior + Partners will serve as masterplanners for this commission, leading a team of specialists that includes Alan Baxter Associates as transport and heritage advisors, and Greengage as sustainability advisors. The completed masterplan is scheduled for publication in the new year.
